The appointment of Executive Director National Institute of Rehabilitation Medicine (NIRM) without the prior approval of the federal cabinet has been challenged in the court.
The Establishment division appointed Dr Fazal-e-Maula as Executive Director of the NIRM hospital without approval of the Federal cabinet.
The notification issued from the establishment division on December 20th, 2017 mentioned that Fazal-e-Maula a BS-19 officer of the government of Khyber PakhtunKhwa (KP) was transferred and posted as Executive Director (BS-20) of NIRM hospital under Capital Administration and Development Division on deputation basis. It was reported that the posting of the Fazal-e-Maula as head of the department was done in violation of rules and regulation of federal services against the direction of the Supreme Court of Pakistan.
A letter sent to the establishment division by NIRM senior high-ups mentioned that Dr Fazal-e-Maula a non-civil servant BS-19 employee of Khyber Pakhtunkhwa Social Security Department, was illegally posted in NIRM hospital without getting approval from the federal cabinet by the establishment division. The posting was in violations of the Supreme Court orders.
The documents show that promotion of head of NIRM from 17-18 and from 18-19 is doubtful and no official record found of his promotion in the above mentioned grade.
The documented proofs added that the report submitted by the Ministry of National Health Services, Regulations and Coordination (NHSRC) in Supreme Court of Pakistan mentioned that Dr Fazal-e-Maula, a non-civil servant of the BS-18 was appointed one step above as Director NIRM.
A high official of the NIRM told Naya Daur Media seeking anonymity that Dr Fazal-e-Maula was appointed illegally in the department without getting approval from the Prime Minister and in violation of the orders of the Supreme Court of Pakistan by the Establishment Division. The official told that posting was done back in December, 2017 when incumbent District Commissioner (DC) Muhammad Hamza Shafqat was serving in the Establishment division as Deputy Secretary (DS) and with additional charge of Joint Secretary (JS). The record available with the official mentioned that current DC was posted in the establishment division.
Deputy Commissioner Islamabad Muhammad Hamza Shafqat denied the claim and added that in December, 2017 he was not serving in the establishment division.
