According to details, the advisor said that a lot of progress has been made by the incumbent government in connection with the restructuring of institutions, introduction of civil service reforms, upgradation of the Torkham border and initiation of the “Road to Makkah” project.
He said that under PM Khan’s vision, transparency, integrity and efficient governance would be ensured through teamwork.
He also said that the premier has been holding cabinet meetings in this connection, adding that Khan also constituted different committees and taskforces for policy formulation by engaging different stakeholders.
It is important to mention here that the federal government has taken a decision to provide specialised training to civil service and non-cadre officers.
Officers would receive promotions on the basis of their training and it is estimated that 6,000 civil servants and 29,000 non-cadre officers would receive mandatory special training.
On the other hand, non-cadre officers would be divided into subgroups and would receive specialised trainings per their requirements.
Meanwhile, the government has also finalised plans to post 35 out of 65 heads of departments and corporations. In addition, policies are also being formulated for the entry of officers into 20/21 grade of the federal government and for rotation of PAS and PSP service officers.
Advisor to the PM Arbab said that the government had already started tenure postings. A federal minister would be given the responsibility to analyse the performance of appointed officers for six months, after which a merit-based decision would be taken in light of their performance, he added.
He further said that there was an urgent need for technical advisors in 17 ministries, adding that many appointments had been made in this connection while ministers have been given the authority to carry out postings of government officers.
The advisor also said that the federal government has been restructuring 441 departments and their associated bodies, adding that some of these departments would be merged while others would be considered redundant.
He said that a committee chaired by Dr Ishrat Hussain was responsible for reviewing these departments and then presenting a report to the PM every Tuesday before the cabinet meeting.
Adviser to PM on Establishment Shahzad Arbab, Minister for Defence Pervaiz Khattak, Special Assistant on Petroleum Nadeem Babar and Kashmir Committee Chairman Syed Fakhar Imam and their respective secretaries are also a part of this committee.
