We found it a little disconcerting to hear this slang from a politician and a minister at that but did he even know what he was saying?

But the term 'sugar daddy' actually means an older man who spoils a younger man or woman financially in exchange for sexual favours. The phrase can be traced back to 1920s, when it became a slang term to refer upper-class men in a benefactor arrangement with generally women recipients.
We doubt that's what the minister meant. He would do well to look up meaning of the terms he publicly uses.
