Provincial Officers Reject Civil Service Reform Proposals
Lahore: The All Pakistan Provincial Management Service (PMS) and Provincial Civil Service (PCS) officers association convention has rejected the proposals put forth by the task force on civil service reforms in the country.

Nearly 3800 provincial civil officers of four provinces have passed the joint resolution demanding that Prime Minister and all four Chief Ministers should reform civil service in line with the law and the Constitution of Pakistan.

The joint declaration issued on Sunday states:

  1. PMS officers reject civil service reforms proposals by the federal task force led by Dr. Ishrat Husain where facts have been deceived.

  2. PMS demand reforms be done according to constitution under relative articles of 97, 240(b) & 142(a) & (c).

  3. PMS demand that provincial civil services be reformed by provincial cabinet & assemblies as per constitution.

  4. All chief secretaries of provinces be posted by respective worthy CMs & provincial cabinets from provincial services and federal PAS officers be repatriated to Establishment Division as concurrent list stands deleted.

  5. All modern principles be applied on civil services and the latter should be organized on the basis of competition, merit based development, performance based sustainability and protection of law, exclusion and capacity.







The convention was addressed by PMS Association Sindh President Dr. Azim-ur-Rehman, President PMS Association KP Abdul Ghafoor Baig, President PMS Association Balochistan Taqi Ramzan, President PMS Association Punjab Tariq Mahmood Awan, SVP Umar Farooq Alvi, General Secretary Abdul Razaq and others.
