Govt Established Shelter Homes Without Allocating Required Funds

The government established ‘panahgah’ shelter homes without allocating the required funds, putting additional load on local authorities who are already cash deprived.

According to a report in Dawn, the government established the much anticipated Panahgahs in the federal capital, Punjab and Khyber Pakhtunkhwa without the required funds.

The shelter homes are being run by the local authorities on their own funds. These shelters were established in government buildings, makeshift structures and rented buildings.

Initially, the local administration and provincial departments took the responsibility of looking over the expenditures. However, they are now finding it difficult to do so and need funds on a regular basis.

The report in Dawn quoted an official as saying that the local administrations had been ‘forced’ to look over the affairs of these shelter homes without giving them the required budget.

He added that the local administrations were now being forced to engage with NGOs.

The Panahgahs are also being run by the social welfare departments of the provincial governments, but they had not received any special funds from the federal or provincial governments.
