An insider in the Khyber Pakhtunkhwa Police says more than 50 Probationer Assistant Sub-Inspectors (PASIs) of Peshawar district, appointed in 2010 and 2011 are still devoid of their right to get promotion.
Three year ago, these probationers submitted a written application to the Peshawar’s former Capital City Police Officer (CCPO) on whose orders a committee was constituted, with directives that a report should be submitted in a month.
The committee submitted its report in time but unfortunately that it is still a victim of red-tapism thanks to a “clerical gang” in the police department, who don't want its implementation.
The panel said, “According to Police Rules, 1934, the PASIs were appointed on a three-year probation period. After the completion of probation, the PASIs confirmed from the date of appointment, their inter se seniority should be based on their merit list.”
The Police Rules, 1934 state that “seniority in the case of upper subordinate will reckoned in the first instance from the date of first appointment, officer from the lower rank being considered senior person, appointed direct in the same rank.”
The committee stated that “The Establishment Section should ensure circulation of seniority list as directed in police rules, so the officer are not kept in dark.”
The source said the PASIs of Kohat, Mardan and Malakand districts submitted a request to the IGP, which he marked to the respective DIGs and, as a result, the probationers of 2010 and 2011 of other districts are now inspectors. But it isn’t the case with those of Peshawar, although the matter was decided in their favour.
“We are now compelled to use media as a medium to get our complaint to the esteemed office of the Inspector General of Khyber Pakhtunkhwa Police,” said an ASI on the condition of anonymity.
“It’s strange that for the last four years and after filing many applications, we are unable to get our legal complaint reach the IGP office,” he added.
