ISLAMABAD: The Civil Aviation Authority (CAA) has accused five former military officials of negligence, irregularities and corruption in the construction of new Islamabad International Airport (IIAP), a document available with NayaDaur revealed.
A total of 21 military officials were hired for the project on different positions. The five accused persons are: Brig (retd) M Touseef-u-Zaman, Brig (retd) Iftikhar Ali, Brig (retd) Bilal Hameed and Brig (retd) Mushtaq Ahmad [ex-Project Directors (PD) IIAP]; Sqn Ldr (retd) Ahsan Malik ex-Director Planning & Development (P&D).
The document said the above-mentioned officials failed to exhibit professional excellence in the fulfilment of the assigned tasks which resulted in delays and consequently the cost was increased manifolds.
The accused officials have been directed to submit their replies along with supportive documents. In case of failure, the issue will be taken according to the law.
“It is appraised that these officers retired from the services before the conclusion of inquires and the issuance of letters sent to them for clarifying their positions on allegations levelled against them,” the document added.
It said after sending letters to them, two officials – Brig (retd) Bilal and Sqn Ldr (retd) Ahsan appeared before the committee and denied all the allegations.
On the other hand, no response has been received from Brig (retd) Touseef, Brig (retd) Iftikhar and Brig (retd) Mushtaq despite the issuance of a number of reminders at their available residential addresses.
When contacted, a source in the CAA said the matter had been closed months ago and the Shams-ul-Mulk-led special review committee failed to bring the facts before public with regard to the airport construction.
After some months when the airport was officially inaugurated, defects appeared in a newly-constructed building, which was handed over to the Customs, due to the use of poor construction materials but no action was taken against the responsible, he added.
NayaDaur made several attempts to get contacts details of the accused officials for their version but failed to do so.
NayaDaur also tried to contact the CAA spokesman about the committee and its deadline but she didn’t respond.
