CDA Seals 40 Houses For Non-Conforming Use

The city managers of the Capital Development Authority (CDA)’s Building Control Directorate-II have sealed several houses in different housing schemes in Islamabad due to violations of building bye-laws.

The houses are situated in Zone-II, III and V of the capital city. These houses were sealed due to violations of the ‘ICT Building and Zoning Regulations-2005’. These violations, amongst others, include construction made without prior approval of the CDA.

It is pertinent to mention here that Senate Standing Committee on Interior Chairman Senator Rehman Malik took suo motu notice of the houses operating as guest houses and private hostels in violation of CDA bye-laws.

Around 102 guest houses and 200 hostels are operating in non-conforming use of the laws but the civic agency was hesitant to take action against the violators for years.

While exercising building control all over the city, the authority has launched operations for eradication of building bye-laws’ violations. In this regard, Building Control Directorate-II conducted an operation in which ICT administration and staff of Enforcement Directorate took part. Several premises were sealed due to different violations.

During the operation, different premises were sealed in housing societies including Margalla View D-17 and Multi-professional B-17, situated in Zone-II, Bahria Enclave and Park View City in Zone-IV and Gulberg, Bahria Town and River Garden housing schemes situated in Zone-V of Islamabad.

The civic agency’s high-ups submitted data of all non-confirming buildings to the parliament.

According to the data, around 700 buildings are operating in the federal capital in non-confirming use. Four hundred owners obtained stays in various courts of Islamabad which prevent CDA from sealing those buildings.

Prior to sealing these premises, Building Control Directorate-II, CDA served 500 notices for voluntarily removal of violations against the building bye-laws. After the expiry of the deadline, 40 houses were sealed with the assistance of ICT Administration and enforcement staff of CDA.

Similarly, Building Control Directorate-II, CDA, during another operation in Sector E-11, sealed 30 houses due to non-conforming use.
