Many people believe Pakistan never apologised to Bangladesh for the 'violations and excesses' committed during the 1971 war but it is not true. Zulfikar Ali Bhutto govt signed an agreement with India and Bangladesh. Bhutto 'appealed to the people of Bangladesh to forgive and forget the mistakes of the past in order to promote reconciliation'.
