An internal government document has put the blame of the North Waziristan incident on Pashtun Tahafuz Movement (PTM) leaders and MNAs Mohsin Dawar and Ali Wazir, saying that they instigated protesters that led to the death of 13 people.

The two-page Special Situation Report, titled “Clash and Casualties in North Waziristan District” and submitted to the government by the deputy commissioner of North Waziristan on May 28.

The deputy commissioner in the report said on May 24, the security forces launched a raid in North Waziristan to clear the area of terrorists and arrested two suspected terrorists. To protest the detention of the two suspects, residents of Doga Macha village marched towards the Kharqamar check post and chanted anti-state slogans.

On May 25, authorities agreed to release one of the suspects after negotiations with 12 notables from a jirga. However, the report added, MNAs Ali Wazir and Mohsin Dawar instigated the protesters after which they gathered in the area against and awaited the parliamentarians.

“Troops at the first barrier requested the MNAs to join the protesters’ camp using the alternate route and not the main road but in return, Ali Wazir used abusive language against the Army and instigated the crowd to attack the post,” the report alleged.

This, the report said, led to a clash and protesters pelted stones at the security officials. The check post also came under fire from multiple directions from the distance of 100 metres to 200 metres.

Three people were killed and 15 others, including 5 soldiers, were injured in an exchange of fire when Kharqamar check-post was attacked during PTM protests led by MNAs Mohsin Dawar and Ali Wazir.

The security forces opened fire at a peaceful PTM rally that included National Assembly members Mohsin Dawar and Ali Wazir, the party’s sources state, adding that both MNAs managed to leave the scene without incurring any injuries.

However, the security forces stated that the PTM workers attacked a check post forcing the forces to arrest them in retaliation.
