Inam Ghani, the new police chief of Punjab, was found guilty of facilitating human trafficking in connivance with the employees of Pakistan International Airlines (PIA) at Benazir Bhutto International Airport, Islamabad, as per an investigation report submitted to the interior ministry in Jan 2019.

The inquiry into the human smuggling ring was conducted after the British High Commission brought this issue to the notice of Pakistani authorities in 2014 when it detained 20 Afghan nationals at Heathrow Airport.

According to a report published by Dawn in Jan 2019, the FIA blamed the ‘Anti-Human Trafficking Cell’ of FIA for not taking any action over the complaint.

The report alleged that Ghani, who was FIA director, removed ‘legal barriers such as the checking of flights just to facilitate the human smuggling through BBIAP, without his connivance it was impossible for the PIA and FIA immigration staff at BBIAP to run the human smuggling network of Afghan nationals on fake Pakistani passports’.

Punjab IGP removed:

Ghani became the new police head of Punjab after the government removed Inspector General of Police Shoaib Dastgir on Tuesday after a reported rift between newly-appointed CCPO Lahore Umar Sheikh and the police chief. Dastgir, who was touted as the best police chief by the prime minister at the time of his appointment, had refused to work with Umar Seikh.

Dastgir had held meetings with PM Imran Khan and Punjab CM Usman Buzdar over the issues of new city police chief, Umar Sheikh, but the meeting ended without any agreement on the issue. Eventually, Dastigir was removed from the post after the federal and Punjab governments decided not to transfer Capital City Police Officer (CCPO) Lahore.

Sixth IG in two years:

In a period of two years of power in Punjab, the ruling Pakistan Tehreek-e-Insaf (PTI) has changed five police chiefs. After it came to power, it appointed Kaleem Imam as the Punjab IGP in June 2018. However, Imam couldn’t survive for more than three months and was shown the door in Sept.

Muhammad Tahir was the replacement of Imam. But the government removed him in Oct– a month after his appointment.

Amjad Javed Saleemi remained IG Punjab for six months, from Oct to April, but he was eventually replaced with Arif Nawaz Khan.

Arif Nawaz headed the police for seven months before being replaced with Dastgir in November. After his appointment, Prime Minister Imran Khan kept on singing the praises of Dastgir as the new police chief, who went after the ‘hardened criminals’ with no discrimination.

In another instance, the PM showered Dastgir with praises for going after the ‘mafias that are based in every district’. Congratulating the IG in a public ceremony in Jan, the PM said he put the ‘dangerous gangsters’ and ‘robbers’ on a leash.

According to the PM, these criminals based in almost every city were in cahoots with the previous political regimes, but he was pleased to see that Dastgir showed them no mercy and put them behind the bars.
