Why Did Pakistan Censor Hamood-ur-Rehman Commission Report?

Hamood-ur-Rehman Commission was set up by Zulfiqar Ali Bhutto to probe into the Fall of Dacca. But the state of Pakistan kept the report concealed for several years. Excerpts of the report were finally published in an Indian newspaper, prompting Pakistani government to make the full report public.
