In a conversation with journalist Waseem Badami, Akhtar said he never understood why the civilian and army institutions were never able to work together.
He said he will take the army chief along in all decisions, saying if the army has 20 per cent budget, he would increase it to 60 per cent for the army's upkeep. "I will eat grass, but will give money for your sustenance," he added.
He said any harm to state institutions would ultimately translate into the harm to Pakistan.
